I promised to get out an update that the City Council received from the various UTOPIA representatives from last week. We had various individuals from Tetra-Tech construction, Packet8, Mid-States Consulting, etc, provide a status report and update as to where the project stands in regards to our community here in Perry.
Currently the construction crews are working along the north east side of town. There are about 5 crews on the job with another 8 crews coming online this week. With that many crews, almost the entire east side of Highway 89 will be in the construction phase for getting the conduit and necessary ground work done for UTOPIA. The lines will be put in using a variety of methods, over the air - from pole to pole or underground. Most of the city will be connected via underground cabling. The underground cabling will be installed in 1 of 3 methods: underground bore, an air hammer guided missile or open trench. Most of the underground installations will be using the bore and guided air “missile” that has minimal impact to the surrounding areas and reduces the amount of ground that gets disturbed.
So far in the UTOPIA project city-wide - there has been 6,000 feet laid of the 133,000 feet of duct anticipated for the entire city. That’s close to 25 miles of cabling! All of this cabling will go into the easements on the city streets and park strip areas. Ron Sikes, one of the TetraTech Vice Presidents, reported that Perry City is a part of Phase 2 of the UTOPIA project that encompasses over 7 million feet of cabling. Phase 2 is twice as large as phase 1 and when done will be enough cabling to put an entire fiber ring around the state of Utah!
The construction is being monitored and audited by Mid-States consulting. Patrick Warner is the consultant that is present in Perry watching over how the construction is going and is also handling all complaints and questions regarding the construction. He was kind enough to offer his cell phone should anyone in Perry need to contact him directly with any issues having to do with the construction near or around their homes or businesses. In some fashion or other, all of these various agencies are keeping the City involved as they meet weekly with Paul Nelson and Lorin Gardner, the representative from our City Engineering firm. This is really an exciting time for Perry City residents as we are seeing fruits of several years of planning and involvement now coming to a realization. The construction will continue through the winter with services most likely available for homes and businesses to sign up for starting the first part of May of 2008.

Perry City Elections Committee will be having a “Meet the Candidates” night August 21st at 7:00 p.m.; at the Three Mile Creek Elementary School.

GRANDPARENTS NEEDED

RESIDENTS WE NEED YOUR HELP
Fellow Citizens of Perry City we are in need of getting our emergency response teams to where they should be. We need every citizens help in the following areas; First Responders, Fire Department, Ham Operators, Emergency Operation Center, CERTS, Citizen Corp, and a Red Cross Representative. SCHOOL REGISTRATION
It’s almost here! School starts Monday, August 27th. Registration packets should be out the week of August 6th. If you are new to the area or have a returning student and do not receive one; please call so one can be sent to you. Kindergarten - 1st Grade, Willard School 734-4934. 2nd - 5th grade, Three Mile Creek 734-4930.
HWY 89 IMPROVEMENTS
The city would like any suggestions or comments on Hwy 89 improvements. Please submit it in writing to Councilman Bruce Howard or Lorin Gardiner at the Perry City Offices.

Thanks to all of you who helped the residents of Perry City in their time of need with the flood water. It was very much appreciated! Also, thanks to all of you who helped with the 4th of July activities, it was another successful year.
MAYOR/COUNCILMAN’S CORNER - PERRY WASTE WATER UPDATE:
On July 18th, a sewer information meeting took place at Perry Elementary School. Following is some of the information presented. Thanks to the scout group pack 330 for setting up the chairs.
Our existing sewer lagoon system, even with enlargements, will be unable to meet state standards in the future. Presently, it is functioning at 96% hydraulic, and 222% organic capacity.
The only alternatives that will meet discharge requirements are 1) to use Brigham City Sewer Facility, 2) build our own treatment facility, or 3) partner with Willard and build a treatment facility.
Cost considerations must include upgrades in present sewer lines, lift stations where needed, and operation/maintenance costs, etc. in addition to the actual building costs of the facility.
For treatment in Brigham City, lift stations would be necessary. For treatment in Willard, the large majority of the city would not need a lift station because it is downhill.
The monthly payment would be less on the option to partner with Willard than any other option. It would total $38, an increase of $26.50. (See actual price comparisons on perrycity.org: Estimated Monthly End User Rates).
Perry City would pay for 2/3 of the facility and Willard 1/3. This is based on growth projections for the next 20 years. This is Willard City, not South Willard where much of the present growth is occurring. In the future, if South Willard desires to hook in to the facility, it is possible to enlarge it to accommodate this and South Willard would pay for the accommodations.
The total cost would be about $11.5 million, which the state has agreed to loan us at 3% interest over 20 years.

NOTICE OF PUBLIC HEARINGS -
PERRY CITY PLANNING COMMISSION
Notice is hereby given that the Perry City Planning Commission will hold, in the City Council Chambers at 3005 South 1200 West in Perry, as part of its regular meeting (which starts at 7:00 p.m. on Thursday, August 16, 2007), five public hearings. The first public hearing will be held to receive public comment regarding a proposed zone change for an existing mobile home area at 2782 South Highway 89. The zone change, if granted, would allow a change from the NC-2 zone (Neighborhood Commercial) to the R3MHP zone (Residential Mobile/Manufactured Home Park). The second public hearing will be held to receive public comment regarding a proposed general plan map change for a 2-parcel area (parcel numbers 02-028-0016 and 02-028-00076) north of 3000 South and west of Highway 89. The general plan map change, if granted, would allow a change from R1/2 to R1/3 on the general plan map. The third public hearing will be held to receive public comment regarding a proposed conditional use permit; namely, for Bryce Thurgood at 1533 South Quail Circle, to be able to keep horses on this 1.59 acre lot, which is in R1 (10,000 sq.ft. minimun lot size) residential zone. The fourth public hearing will be held to receive public comment regarding a proposed subdivision; namely, Mountain Shadow Subdivision, at approximately 1200 West 2700 South. The fifth public hearing will be held to receive public comment regarding a proposed 2-lot phase of a subdivision; namely, City Center Subdivision, Phase I, at approximately 900 West 2520 South. The public hearings will commence at approximately 7:20 p.m. Any individual requiring auxiliary services should contact the City offices at least 3 days in advance (1-435-723-6461).
