I had a very sucessful Youth Council this last year. I will be accepting applications for a new Youth Council Mayor & Council in the coming months. I am also in need of a Youth Council Advisor to help facilitate meetings and activities. This is a worthwhile activity and provides great leadership opportunities to the youth in our City.

Hello again this has been a great summer. I hope everyone is enjoying the heat (laugh). My grandmother used to say life begins at 95…..degrees. Once again we would like to invite everyone out to city council. We meet the second and fourth Thursday of each month and the room is air-conditioned so if nothing else come and enjoy the cool air and wonderful conversation. Also if you’re running for a city council seat it is a great way to get ahead of the game. We have seen several of you there so keep up the good work.
I would like to extend an invitation to all volunteers. We are working on parks and trails so if you would like to make them better and get involve and get some good exercise let me know. Thanks for all you do and make sure you come to the “Meet the Canidates Night” at Perry Elementary Tuesday the 21st of Aug.

Perry City Elections Committee will be having a “Meet the Candidates” night August 21st at 7:00 p.m.; at the Three Mile Creek Elementary School.

GRANDPARENTS NEEDED
We are looking for a few good men and women 60 years of age and older, to serve in area schools, tutoring children who are struggling with literacy skills. $2.65 per hour, mileage reimbursement and training available. Contact the Foster Grandparent Program at 801-625-3865 or 801-625-3868.
RESIDENTS WE NEED YOUR HELP
Fellow Citizens of Perry City we are in need of getting our emergency response teams to where they should be. We need every citizens help in the following areas; First Responders, Fire Department, Ham Operators, Emergency Operation Center, CERTS, Citizen Corp, and a Red Cross Representative. SCHOOL REGISTRATION
It’s almost here! School starts Monday, August 27th. Registration packets should be out the week of August 6th. If you are new to the area or have a returning student and do not receive one; please call so one can be sent to you. HWY 89 IMPROVEMENTS

Thanks to all of you who helped the residents of Perry City in their time of need with the flood water. It was very much appreciated! Also, thanks to all of you who helped with the 4th of July activities, it was another successful year.
MAYOR/COUNCILMAN’S CORNER - PERRY WASTE WATER UPDATE:
On July 18th, a sewer information meeting took place at Perry Elementary School. Following is some of the information presented. Thanks to the scout group pack 330 for setting up the chairs.
Our existing sewer lagoon system, even with enlargements, will be unable to meet state standards in the future. Presently, it is functioning at 96% hydraulic, and 222% organic capacity.
The only alternatives that will meet discharge requirements are 1) to use Brigham City Sewer Facility, 2) build our own treatment facility, or 3) partner with Willard and build a treatment facility.
Cost considerations must include upgrades in present sewer lines, lift stations where needed, and operation/maintenance costs, etc. in addition to the actual building costs of the facility.
For treatment in Brigham City, lift stations would be necessary. For treatment in Willard, the large majority of the city would not need a lift station because it is downhill.
The monthly payment would be less on the option to partner with Willard than any other option. It would total $38, an increase of $26.50. (See actual price comparisons on perrycity.org: Estimated Monthly End User Rates).
Perry City would pay for 2/3 of the facility and Willard 1/3. This is based on growth projections for the next 20 years. This is Willard City, not South Willard where much of the present growth is occurring. In the future, if South Willard desires to hook in to the facility, it is possible to enlarge it to accommodate this and South Willard would pay for the accommodations.
The total cost would be about $11.5 million, which the state has agreed to loan us at 3% interest over 20 years.

NOTICE OF PUBLIC HEARINGS -
PERRY CITY PLANNING COMMISSION
Notice is hereby given that the Perry City Planning Commission will hold, in the City Council Chambers at 3005 South 1200 West in Perry, as part of its regular meeting (which starts at 7:00 p.m. on Thursday, August 16, 2007), five public hearings. The first public hearing will be held to receive public comment regarding a proposed zone change for an existing mobile home area at 2782 South Highway 89. The zone change, if granted, would allow a change from the NC-2 zone (Neighborhood Commercial) to the R3MHP zone (Residential Mobile/Manufactured Home Park). The second public hearing will be held to receive public comment regarding a proposed general plan map change for a 2-parcel area (parcel numbers 02-028-0016 and 02-028-00076) north of 3000 South and west of Highway 89. The general plan map change, if granted, would allow a change from R1/2 to R1/3 on the general plan map. The third public hearing will be held to receive public comment regarding a proposed conditional use permit; namely, for Bryce Thurgood at 1533 South Quail Circle, to be able to keep horses on this 1.59 acre lot, which is in R1 (10,000 sq.ft. minimun lot size) residential zone. The fourth public hearing will be held to receive public comment regarding a proposed subdivision; namely, Mountain Shadow Subdivision, at approximately 1200 West 2700 South. The fifth public hearing will be held to receive public comment regarding a proposed 2-lot phase of a subdivision; namely, City Center Subdivision, Phase I, at approximately 900 West 2520 South. The public hearings will commence at approximately 7:20 p.m. Any individual requiring auxiliary services should contact the City offices at least 3 days in advance (1-435-723-6461). I wanted to post some comments regarding our meeting last night, but at the same time clarify that my comments aren’t the official record of the meeting, nor are they to be used for anything official such as the purpose of the actual meeting notes that get reviewed and adopted by the city council each meeting. Here is a link to the agenda of the meeting last night from the main Perry City website (www.perrycity.org).
Anyway, that being said, last night’s city council meeting went really well I think. Through the course of the general comments section that is a part of each meeting, there were a handful of comments regarding the big rainstorm on Wednesday night. The mayor commented that he was out and about in the south end of the city seeing various neighbors out helping each other. Quite a bit of rainfall came down in a short period and caused a lot of dirt and mud to be moved down the hillsides in various places. There were several comments later in the meeting thanking everyone in the community and in Willard who helped out with the sandbags in providing help and assistance in activities related to the rainstorm. Most of what was talked about indicated that the storm drainage system withint the city was functioning as planned - but also outlined the importance of maintenance of drains and continued system upgrades and improvements. The City Council recently adopted some much needed changes to the storm drain impact fees accordingly to help keep the city roads and drainage areas updated and properly sized for the growth in the city.
The agenda item that covered the parks and recreation impact fees was tabled since it’s quite a complex issue and the council felt that we needed some more information and input before passing any additions to the park impact fees. Another work sessions will be scheduled in the future for the City Council to go over the proposed fees and discuss what the best options are for the community.

Tonight there is an open planning meeting held under the direction of the planning commission with UDOT. The discussion is covering the funds available to upgrade and address traffic flow and safety issues along Hwy 89. As it stands now, UDOT is planning on starting @ 1100 South in Brigham City and head south as far as possible. They hope to be sending out to bid the construction specifications sometime around November 2007. Depending on whether or not there are needs or requests for additional features such as curb and sidewalk on both sides of the road - all will go into determining the length of Hwy 89 that will receive the updates.
UDOT is looking to work with the city and community to determine the scope and needs of this project. This is all exciting news for the community as we can now hopefully address some of the issues that have arisen over the past with the growth of the community and increased traffic.
And for everyone’s information, UDOT is planning a 2nd follow up meeting next week to meet again with the planning commission, city council and anyone else interested. It will be Thursday, August 2nd @ 5:30pm at the City Offices.
